Santo Domingo.- El Colegio Dominicano de Notarios anunció para el próximo lunes 3 de junio la celebración de su 52 aniversario con una eucaristía en la Catedral Primada de América, una ofrenda floral en el Altar de la Patria y otros actos que serán desarrollados en el marco de un programa de actividades en las cuales será destacado el respeto a la Ley 140-15 del notariado, como esencia de la seguridad jurídica y el fortalecimiento institucional del país.
Los actos iniciarán con el oficio religioso, a las 9:30 de la mañana, a cargo del sacerdote Nelson Cark, párroco de la Catedral, mientras que las palabras de motivación estarán a cargo del doctor Pedro Rodríguez Montero, presidente del gremio profesional, con la presencia de representantes de las instituciones y de los poderes del Estado.
Ese mismo lunes 3 de junio, a las 11 de la mañana, una comitiva del Colegio Dominicano de Notarios y autoridades judiciales depositará una ofrenda floral en el Alta de la Patria, para exaltar a los patricios Duarte, Sánchez y Mella.
En estas actividades participarán, además, miembros del consejo directivo de ese gremio profesional, presidentes de sus seccionales, colegiados e invitados especiales.
El Colegio Dominicano de Notarios fue fundado el 3 de junio de 1967, en una asamblea general en la cual sus fundadores juraron lealtad a sus postulados de ostentar la representación del notariado dominicano, velar por la ética notarial, contribuir con la preservación de la soberanía y el bienestar de la República Dominicana, intensificar la solidaridad y estimular la investigación y el intercambio de relaciones nacionales e internacionales.
Los fundadores fueron Federico Enrique Michel Carrasco, Ponciano Rondón Sánchez, Mignolio Pujols, Jorge A. Subero Isa, Boris de León Reyes, Simón Omar Valenzuela, José del Carmen Mora Terrero, Ariel Virgilio Báez Heredia, Miniato Coradin, Rhadys Abreu de Polanco, Néstor Díaz Fernández, Aguedo Rijo, Elis Jiménez Moquete, Hitler Fatule Chahin, Lourdes Celeste de la Rosa y Wiliams Ney Nova Rosario y Gladys Lama.
También, Iris Frías de Contreras, Bienvenido Montero de los Santos, Tomás Mejía Portes, Ana teresa Pérez, Adonis Ramírez Moreta, Gladys Dickson, María Virginia Rivera, Manuel Cabral Ortiz, Carmen Wilamo Ortiz, Nelson B. Buttén Varona, Tulio Ramírez Báez, Eneida Concepción, Manuel Labour, Carlos Otto Cornielle, Laida Musa Valerio, Jaime Fernández, Cristina Nina Santana y Blas Cándido Fernández.
La primera directiva la presidió el doctor Ponciano Rondón Sánchez, y su matrícula originaria estaba integrada por sólo 23 miembros.
El Colegio fue incorporado mediante el decreto número 1866 del 28 de noviembre de 1967, en tanto que el 24 de febrero del 2005 fue promulgada la Ley 89-05, que la convirtió en institución moral de carácter público, con personalidad jurídica propia.
Por los referidos cambios registrados en la sociedad dominicana fueron derogadas las leyes números 301, del 18 de junio de 1964, y 89-05 del 2005. Igualmente, fue modificado el artículo 9, parte capital, de la Ley número 716 de 1944 sobre Funciones Públicas de los Cónsules Dominicanos.
En 1969 en Montevideo, capital de la República Oriental del Uruguay, el Colegio Dominicano de Notarios fue admitido como miembro de la Unión Internacional del Notariado Latino (UINL), calidad que ha ostentado de manera ininterrumpida hasta la fecha.
En 1971 en ocasión del congreso celebrado en la ciudad de Atenas, Grecia, el presidente del Colegio Dominicano de Notarios, Ponciano Rondón Sánchez, fue electo Tesorero de la UINL.
En 1973 se produjo el primer acuerdo con la Lotería Nacional, administrada en la época por Don Oscar Estrella Sadhalá, momento a partir del cual los notarios comienzan a comprobar y a instrumentar actas relativas a los sorteos dominicales. Este hecho se constituyó en un importante incentivo para el aumento de la matriculación, en razón de que sólo podían asistir a dichos sorteos los Notarios inscritos en el Colegio Dominicano de Notarios.
